Found In The Decretals & Intended For The Whole Church
It’s interesting to note that Pope St. Siricius’ 385 Decree to Himerius, which explicitly denies that unbaptized catechumens in any necessity can be saved by desiring baptism, was intended for the whole Church and found in important collections of the earliest papal decretals.
“Not only is all of Spain supposed to be informed of the ‘statuta apostolicae sedis’; Siricius intended it for the whole Church.” (Detlev Jasper and Horst Fuhrmann, Papal Letters in The Early Middle Ages, p. 21)
“Siricius’ decretal to Himerius of Tarragona… was present in almost all of the systematic collections [of the early papal decretals].” (Detlev Jasper and Horst Fuhrmann, Papal Letters in The Early Middle Ages, p. 40)
